Alabama hotshot runs on two rulebooks: the state's — enforced through the Alabama Public Service Commission and a filing most operators have never heard of until it lapses — and the federal one that takes over the moment you cross into Georgia, Florida, Tennessee, or Mississippi for hire. We're just across the line in the Florida Panhandle, we write hotshot every week, and here's how Alabama actually works.
Key Factor #1: What Alabama Requires Inside the State
Intrastate for-hire authority in Alabama runs through the Alabama Public Service Commission, with minimum liability of $100,000/$300,000 bodily injury and $50,000 property damage — or a combined single limit of $350,000. Alabama also requires a minimum cargo limit of $5,000 when hauling property for hire (certain commodities are exempt from cargo requirements). Your insurer proves it to the state with a Form E filing for liability (Ala. Admin. Code 770-X-10-.04-.09) and a Form H filing for cargo — and like every filing state, the filing is the enforcement: it has to stay continuous, and a lapse reaches your authority, not just your policy.
Key Factor #2: Cross the Line Once and the Number Changes
From anywhere in south Alabama you're an hour from three state lines. Haul for hire across any of them in a combination over 10,001 lbs — and with a gooseneck you almost certainly rate over it — and the federal rulebook applies: USDOT number, MC authority, and $750,000 minimum auto liability for most freight (49 CFR § 387.9), with your authority inactive until your insurer files proof with the FMCSA. "Just one load to Pensacola" is the classic mistake on this stretch of the map.
Key Factor #3: The Floor Keeps You Legal — the Contract Gets You Loaded
Whatever Alabama requires, brokers and shippers commonly want $1,000,000 in auto liability and $100,000 in cargo before they'll load you (although that can vary by contract). And hotshot cargo that changes by the load — pipe, equipment, vehicles — has to be disclosed and classed correctly, or the cheap policy fails exactly when you need it. Send us the requirement sheet before you sign it; we'll read it against your policy.
What Does Alabama Hotshot Insurance Cost?
We estimate between $8,000 – $20,000+ per year. Figures reflect our book as of November 2026.
The spread comes from your limits, cargo, radius, record, and time in business — new authorities pay more in year one, and we'll tell you that straight.
To quote you we'll need: truck and trailer details and values as equipped, driver list with license info, radius, what you haul, and your USDOT/MC numbers if you have them. Request your quote below.
Frequently Asked Questions
What insurance does Alabama require for hotshot trucking?
Intrastate for-hire operation runs through the Alabama PSC with liability minimums of $100,000/$300,000/$50,000 (or a $350,000 combined single limit) proven by a continuous Form E filing — plus $5,000 in cargo with a Form H filing (certain commodities are exempt). Crossing state lines for hire over 10,001 lbs moves you to the federal minimums.
Do I need a CDL for hotshot in Alabama?
Generally not under 26,001 lbs gross combined weight rating — but non-CDL doesn't mean non-regulated, and the insurance thresholds are separate lines.
What happens if my policy cancels mid-term?
The Form E filing is withdrawn and the lapse reaches your authority — continuous coverage is the operating right itself. Place replacement coverage before the old policy ends, not after.
How fast can I get a COI?
Within five minutes during normal business hours unless a change is required. (850) 389-2001.
