Texas Party Bus Insurance
Written by: Craig Barbee, CEO of Barbee Jackson Insurance. Party buses and limousines can be hard to insure. Many insurance companies don’t have markets because of the exposure to passenger liability. Since 2009 Barbee Jackson Insurance has partnered with several insurance companies that will write this coverage with competitive pricing and coverage options. This page will go over Texas along with Federal insurance requirements.

Types of Party Bus & Limo Operations We Insure
| Vehicle Type | Typical Passenger Capacity | Applicable Liability Tier |

| Limousine Service | 16 and Under | $30,000/$60,000 BI, $25,000 PD (TX intrastate) |
| Party Bus | 16 and Under | $30,000/$60,000 BI, $25,000 PD (TX intrastate) |
| Party Bus | 16–26 | $500,000 CSL (TX intrastate) |
| Charter Bus | 27+ | $5,000,000 CSL (TX intrastate) |
Note: Interstate operations follow federal FMCSA limits instead — $1,500,000 for 15 or fewer passengers, $5,000,000 for 16 or more, regardless of exact vehicle size.
Federal Motor Carrier Safety Administration (FMCSA) Insurance Requirements
| Passenger Capacity (Including Driver) | Minimum Liability Requirement |
|---|---|
| 15 or Fewer Passengers | $1,500,000 Combined Single Limit (CSL) |
| 16 or More Passengers | $5,000,000 Combined Single Limit (CSL) |
CSL is a single dollar limit that applied to any combination of property damage and bodily injury, instead of the split limits that are more common in personal auto insurance. Transportation Insurance is most commonly a combined limit liability coverage amount.
The above requirements are for intrastate operations. Intrastate is for transportation businesses that don’t cross state lines, meaning your business doesn’t leave Texas. If you plan on taking passengers over state lines than you are an interstate business and are governed by the FMCSA.
Average Cost of Party Bus Insurance
Costs vary depending on area, vehicle, drivers and years of prior insurance. A new venture can expect to pay between $6,000 to $8,000 per year. A business with three (3) or more years of prior insurance and no losses can expect to pay 17% -20% less than new venture operations.
Texas Party Bus Coverage Options
- Auto Liability - provides coverage for bodily injury and property damage in the event of an accident. The liability limits required are listed above depending on your passenger count.
- Physical Damage - Coverage for the unit in the event of an accident, theft, or weather-related claim. When choosing this coverage, make sure your stated/agreed amount includes the value of permanently attached equipment, such as sound system, lighting, custom interior, etc.
- Underinsured or Uninsured Motorists Insurance – If your limo/party bus is damaged or you sustain injuries in an accident that is caused by a party that does not have sufficient auto insurance coverage, this policy will pay for your property damage and injuries.
